The Home Heating Cost Reduction Obligation (HHCRO) Explained

The Home Heating Cost Reduction Obligation requires energy suppliers to promote the installation of measures that lead to financial savings on energy bills, such as the installation of insulation and heating measures. This is why it can be free for many households but depending upon your property type, construction type, number of bedrooms and the age of your boiler there is sometimes a contribution to make. Please note the vast majority of our customers receive their boiler and insulation for free.

As the scheme is primarily aimed at helping households get out of fuel poverty, you may need to receive at least one of the following benefits and satisfy the relevant income requirements, where applicable:

  • Armed Forces Independence Payment
  • Attendance Allowance
  • Carer’s Allowance
  • Child Benefit (household income dependent)
  • Constant Attendance Allowance
  • Disability Living Allowance
  • Pension Guarantee Credit
  • Income-related Employment and Support Allowance (ESA)
  • Income-based Jobseeker’s Allowance (JSA)
  • Income Support
  • Industrial Injuries Disablement Benefit
  • Mobility Supplement
  • Personal Independence Payment
  • Severe Disablement Allowance
  • Tax Credits (Child Tax Credits and Working Tax Credits)
  • Universal Credit

Local Authorities are also able to refer residents in their areas to obligated energy suppliers so that they can be offered support under the scheme who don’t receive any of the above benefits – this is called LA Flex. Can I Benefit from ECO3

Both Home owners and private renters can qualify for ECO 3 – private renters will need their landlords permission to access any available funding. Home owners will need to provide proof of ownership to take advantage of this scheme.
